Shaik Mastan Vali: From Guntur City Congress Leader to APCC Working President
GUNTUR: Shaik Mastan Vali is a senior leader of the Indian National Congress in Andhra Pradesh whose political journey has moved from grassroots party responsibilities in Guntur to the state-level leadership of the Congress organisation.
Mastan Vali entered active political prominence in Guntur during the late 2000s. In 2008, he was appointed as the Guntur City Congress Party president, marking an important phase in his political career and his rise within the Congress organisation.
Entry into Electoral Politics
The following year proved significant for Mastan Vali. In the 2009 Andhra Pradesh Legislative Assembly election, he contested from the newly established Guntur East Assembly constituency as a Congress candidate.
According to the Election Commission's 2009 constituency data, Mastan Vali secured 45,586 votes and defeated Praja Rajyam Party candidate Shaik Showkat, who polled 36,574 votes. His winning margin was 9,012 votes.
With this victory, Mastan Vali became a Member of the Andhra Pradesh Legislative Assembly from Guntur East, serving from 2009 to 2014. His election marked his transition from a city-level Congress organisational leader to an elected representative in the state legislature.
Role in the Andhra Pradesh Legislative Assembly
During his tenure as an MLA, Mastan Vali was associated with legislative responsibilities beyond constituency representation.
From 2011 to 2013, he served as Chairman of the Committee on Welfare of Minorities in the Andhra Pradesh Legislative Assembly. The committee dealt with matters relating to the welfare of minority communities and related government programmes.
His legislative tenure continued until 2014. In the 2014 Assembly election, he again contested from Guntur East on a Congress ticket, while Mohammad Musthafa Shaik of the YSR Congress Party won the constituency.

After his term as an MLA, Mastan Vali continued his association with the Congress organisation and subsequently took on responsibilities at the national level.
His political career included responsibilities as a National General Secretary of the Indian Youth Congress and later as an AICC Secretary, including organisational responsibility connected with Odisha, according to biographical records on his political career.
These assignments took his political work beyond his home constituency and into the wider organisational structure of the Congress party.
Appointment as APCC Working President
Mastan Vali's latest major organisational responsibility came in August 2025, when Congress President Mallikarjun Kharge approved the appointment of J.D. Seelam and Shaik Mastan Vali as Working Presidents of the Andhra Pradesh Congress Committee (APCC). The appointment took effect immediately, according to the Congress party's organisational appointment record.
The official Indian National Congress website currently lists Shaik Mastan Vali as Working President of the Andhra Pradesh Congress Committee, alongside J.D. Seelam, with Y.S. Sharmila listed as APCC president.
A Political Journey Spanning Organisational and Legislative Roles
Mastan Vali's political career has therefore included several stages — beginning with organisational responsibilities in Guntur, followed by an elected term in the Andhra Pradesh Legislative Assembly, a legislative committee chairmanship and subsequent organisational responsibilities within the Congress at the national and state levels.
